Inte bara allmosor
– om makthavarnas ansvar för fattigvården från antiken till 1500-talet

På en promenad i staden Brygge i norra Belgien möter jag fattigdomens historia som Sint-Janshospitaal från 1100-talet som användes fram till 1970-talet. I en park i närheten står en byst av den katolske 1500-talshumanisten Juan Luis Vivés som skrev en ordning för fattigvården. Hans tid har ofta tolkats som avgörande för fattigvårdens omorganisering. En omfattande ekonomisk kris med arbetslöshet och ökat antal tiggare som följd ställde krav på makthavarna. De påverkades av reformationen och humanistiska idéer och införde sekulariserad fattigvård skild från kyrkan. Det i sin tur anses ha inneburit början till modern, professionell välfärd. En strängare attityd gentemot fattiga infördes med en tydlig skiljelinje mellan dem som var berättigade till understöd, så kallade värdiga fattiga och ovärdiga. Disciplinära åtgärder med straff infördes med förbud mot tiggeri och krav på arbetsplikt. Den nya formen av fattigvård innebar i sin lekmannaledda organisation en noggrann undersökning och registrering av de hjälpsökande. Medeltidens omsorg däremot har tolkats som generös med allmoseutdelningar motiverade av religiös belöning för givaren i livet efter detta (Spicker, 2010; Grell & Cunningham, 1997; Jütte, 1994).
Dessa tolkningar av fattigvården och uppfattningar att lagar om den inte infördes förrän på 1500-talet är vanliga även i svenska läroböcker (Sunesson, 2016; Meeuwisse & Swärd, 2017).
Flera historiker har ifrågasatt denna tolkning och kritiserat den schablonmässiga beskrivningen av medeltidens fattigvård (bl.a. Davis, 2019; Innes, 2021).
