Abstract

In essence, terror attacks are communicative events. From the perspective of political leaders, the challenge is to make sense of the event by explaining what has happened, who is behind the attack, what is the most appropriate response, and how to move forward. Adding to the difficulties is the fact that leaders have to communicate in a highly mediated environment. In this article, we explore the Norwegian government’s crisis communication in the terrorist attacks in Oslo and on the island of Utöya on July 22, 2011. We do so by applying a model of crisis framing. According to the model, political leaders have to be able to select appropriate frames that reinforce each other and match the media coverage. The study proved managerial, responsibility and cultural congruence frames to be central. Moreover, the study demonstrated how the crisis produced a certain type of news coverage characterized by high levels of descriptive journalism, which, in combination with issue and episodic framing, supported the government’s communication strategy.

Eva-Karin Olsson, CRISMART/The Swedish Defence University

Eva-Karin Olsson is an Associate Professor of Political Science at The Swedish Defence University. She holds a PhD from the Department of Journalism, Media and Communication at Stockholm University. Her research interests include crisis management and communication. She has published her work in journals such as Journalism, International Journal of Press/Politics, Journalism Prac- tice, and Media, War and Conflict.

Malin Söderlund, CRISMART/The Swedish Defence University

Malin Söderlund holds a Master of Arts in Political Science from the Swedish Defence University and a Bachelor of Arts in International Politics from Uppsala University. She is currently working as desk officer at the Swedish Ministry for Foreign Affairs with responsibility for consular crisis management and preparedness issues.

Jesper Falkheimer, Lund University

Jesper Falkheimer, Ph.D., is Professor in Strategic Communication at Lund University, Campus Helsingborg, Sweden. He is also Rector for Campus Helsingborg. Professor Falkheimer has published research in crisis communication, public relations, media studies (media geography, sources, and strategy), place branding and organizational communication. His research has been published in journals such as International Journal of Strategic Communication, Public Relations Review, Media, War and Conflict and Journal of Contingencies and Crisis Communication
