Collaborative Planning for Radical Innovation: Lessons from a Health Care Region in Denmark

Abstract

In this paper, we explain the challenges that emerged when a Danish region tried to employ innovation planning structures, without taking into account already existing governance paradigms in the organisation. We present a qualitative case study of a large regional health organisation in Denmark, which in 2016–2017 had the aim of fostering collaborative innovation. Drawing upon the concept of governance paradigms, we analyse how the strategic initiative and planning process, which used collaborative design thinking methods, in line with the New Public Governance paradigm, was hampered and finally rejected by managers embedded in an organisational context dominated primarily by the New Public Management and Traditional Public Administration paradigms.

Karsten Bruun Hansen, Department of Social Sciences and Business, Roskilde University, Denmark

Karsten Bruun Hansen is postdoc. at Roskilde University, Denmark. He holds a PhD in environmental planning from Aalborg University. In his research, Karsten focuses upon policies and planning initiatives, and the consequences for citizens’ mental and physical wellbeing. Karsten’s work has been published in international journals such as Health & Place and Transport Policy. Previously he worked as program leader of Health Innovation in the Capital Region of Denmark.

Susanne Boch Waldorff, Department of Organization, Copenhagen Business School, Denmark

Susanne Boch Waldorff is associate professor at Copenhagen Business School, Denmark. In her research Susanne explores how ideas in the shape of contemporary reforms, policies, and steering technologies are implemented or translated into organizational practices. Besides book chapters and co-edited books, Susanne’s work has been published in international journals including Academy of Management Journal, Scandinavian Journal of Management, Research in the Sociology of Organizations, and Journal of Change Management.
