Abstract

This study deepens the understanding of the overall challenges that employees in municipal labour market units (AME) experience in their daily work. There are no statutory requirements for municipalities to carry out labour market policy measures, but the shift in financial responsibility within the Swedish welfare system has given the municipalities financial incentives to engage in labour market policy. In the study, data was collected through focus group interviews with 45 people, within eight municipalities. The result shows that need to be flexibly organized, and the measures implemented is dependent on the nations various political systems. This can be seen as an overarching systemic obstacle faced by AME employees in their daily work and provide understanding of the municipalities’ role as the ultimate safety net.
