Large amounts of resources are used in general welfare, but not all needs can be met. At the same time, there is a lack of methods for cost-effectiveness analyses of welfare interventions in non-healthcare areas. This article describes the development, the theoretical foundations, and the application of the quality of life measure CALY-SWE, which aims to enable cost-effectiveness analyses of general social welfare.
The theoretical foundations of the CALY-SWE measure are Sen’s capability approach and methods for cost-effectiveness analyses in health care. The research project for developing CALY-SWE encompassed the selection of capabilities through a Delphi panel, the formulation of capability statements for the questionnaire, and a valuation study to produce weights that are used to calculate capability-adjusted life expectancy and thus enable economic analyses. Another study mapped the distribution of capability-related quality of life in Sweden, and several projects are ongoing where the CALY-SWE concept is further developed and applied.
