Abstract

The realisation that public sector innovation is imperative has not yet been matched by fully developed knowledge of how to support it. As a response to gaps in the existing theoretical and practical knowledge concerning how to support innovation in the public sector, the paper suggests a tentative model for designing innovation support in public sector organisations, the MIO model. The model has been developed as a practical theory and is based on extensive empirical research into innovation and innovation support in Swedish local government, and it is theoretically informed by an integration of innovation studies and theories on organisation and workplace learning. Rather than prescribing ex- actly what to do and how to formulate innovation support, the MIO model focuses on the core conditions for informed and locally embedded innovation support.

Author Biographies

Johanna Nählinder, Department of Management and Engineering, Linköping University

Johanna Nählinder is a senior lecturer at the division of Project Innovation and Entrepreneurship (PIE) at the department of management and engineering at Linköping University, Sweden. With a background in political science and economic geography, she got her PhD in technology and social change. Her research is centered round innovation in public sector, innovation and gen- der and entrepreneurship.

Anna Fogelberg Eriksson, Department of Behavioural Sciences and Learning, Linköping University

Anna Fogelberg Eriksson is a senior lecturer at the Department of Behavioural Sciences and Learning at Linköping University. Her main research interests cover innovation in the public sector, and gender, work, organization and leadership within private as well as public organizations. Her thesis from 2005 focused on men, masculinities and leadership in an industrial company.
