Context Adaptation in Public Administration Change Processes: A Case Within the Swedish Transport Administration

Abstract

The purpose of this paper is to explore context adaptation of change processes in the setting of public administration. This is done by adopting a contingency approach. Thus, the research question guiding this study is: How is context adaptation enacted in change processes and what are the behavioural implications? Drawing on empirical findings from the Swedish Transport Administration, the study illustrates the enactment of context adaptation and its behavioural implications through the phases of change. The analysis identifies key contextual factors and contingency variables, demonstrating that context adaptation is enacted by managers and employees. Notably, certain context adaptation led to contradictory behavioural patterns. This study hence contributes to public administration literature by exploring the enactment of context adaption in change processes which represents an understudied phenomenon in this field.

Author Biographies

Paulina Ekendahl, Lund University, Sweden

Paulina Ekendahl is a PhD. Student at the Faculty of Engineering at Lund University, Sweden and has an MSc. degree in Civil Engineering from Lund University. She is also a Business developer at the Swedish Transport Administration, facilitating change initiatives within traffic management. Paulina has a working background as a consultant and project manager in state, municipal and private organizations. Her research interests include organizational change, change management and context adaptation in public organizations.

Izabelle Bäckström, Lund University, Sweden

Izabelle Bäckström is a senior lecturer and researcher at Lund University, Sweden. She holds a PhD in Industrial Engineering and Management. Dr. Bäckström’s research interests include innovation management, change management and leadership. She is particularly curious about non-R&D innovation and new forms of collaboratively organizing innovation in public and private organizations.

Andreas Norrman, Lund University, Sweden

Andreas Norrman is a Professor of supply chain structure and organization at Lund University, Sweden. He has worked as a Management Consultant at A.T. Kearney, and he has been an Adjunct or Visiting Professor at universities in Thailand, Belgium and Finland. His research interests include supply chain risk management, omni-channel logistics, supply chain incentive alignment and change management. His work is published in leading SCM journals, and he has received multiple Emerald Highly Commended Awards for his work with IJPDLM, both as an author and a reviewer. He is a Fellow of the Royal Physiographic Society (the Academy for the Natural Sciences, Medicine and Technology) and serves as Senior Editor for Journal of Business Logistics. At Lund University, he has been awarded Excellent Teaching Practice.
