Abstract

In the present study, the author analyses, on the one hand the aims of governmental and other official reports carried out during the 50’s and 60's on the subject of musical life, and on the other hand, he describes the chain of events which between 1958 and 1960 led to the merging of the activities of Stockholms konsertförening (Stockholm Concert Association) with Sveriges radio's (The Swedish Broadcasting Corporation) concert activity. In the first case the author has tried to show how an increasingly bureaucratic way of thinking has made its mark on the planning of music politics, while this was strongly coloured by the market economy. In the second case he has attempted to describe how a comparable process occurs in the presence of a fusion between an organization of diverse
and large-scale character such as a radio corporation and a local cultural institution in which the artists, and indirectly the public, could make their influence felt. To illuminate these processes the author has used models and theses taken from economic theory, organization theory and bio-cybernetics (Baumol, Oates, Etzioni, Rhenman, Naess and Vester).
